SUMMARY AND CONCLUSIONS Evaluation in general aims to provide information about policies and programs with the hope that the information can be used to help make things better. For the kinds of policy and programs psychologists evaluate, the question of effects of the difference the policy or program makes on valued outcomes is often central. Accordingly, in this chapter considerable attention has been given to the methods for causal analysis that can be used in evaluation. These methods can be used to approximate the ideal counterfactual in order to estimate a program s effects, to study mediation in order to try to understand the underlying mechanisms through which the program may have its effects, and to probe the moderators of program effectiveness in order to ll in the gaps in our knowledge of an INUS world. When a program s effects are estimated (e.g., with a randomized experiment or the best available quasi-experiment), interested parties can better judge the program s value and decide whether to continue its funding. But the knowledge of causal methods does not suf ce for evaluation practice. Unlike basic research, where research questions reasonably derive from theory and researcher interest, and unlike much applied research, where a sponsor s interests may reasonably guide the research question, the selection of the driving questions in an evaluation can be relatively challenging. Recent advances in wireless networking technologies have brought in a new era of pervasive computing with ubiquitous network connectivity. The rapid proliferation of digital consumer electronic devices, especially those supporting high bandwidth multimedia applications, is fueling an increasing demand for wireless connectivity solutions that support very high data rates with qualityof-service (QoS) guarantees at very low costs and with very low power consumption. However, cost-effective connection of low power mobile devices to each other and to the Internet while sustaining a high level of networking performance and service quality remains a technological challenge. In the past several years, the IEEE 802.11 family (802.11a/b/g) of wireless local area network (WLAN) standards, commercially known as WiFi, has been a great success. The baseline IEEE 802.11 medium access control (MAC) protocol, the distributed coordination function, employs carrier sensing multiple access with collision avoidance (CSMA/CA), which is designed for bursty packet data and is not suitable for delay-sensitive real-time multimedia streams. The recent extension to IEEE 802.11 MAC, i.e., 802.11e, is a step forward to support QoS by differentiating streams with different priorities. However, the generally higher power consumption of WLAN devices makes the technology less suitable for battery-powered handheld devices. One of the requirements of a good internal control system is not only to control the obvious visible items, such as cash or inventory, but also to have a reporting system that indicates whether all aspects of the business are operating properly. For example, one of the many benchmarks used in the food industry to measure the effectiveness of the manager is the food cost percentage. Management needs to know whether the food cost percentage actually achieved is close to the standard desired. Therefore, the manager must have a standard to which the actual cost information will be compared. Once procedures have been established and the various employees have been given detailed written guidelines about how to perform tasks, standards of performance should be established. Later in this chapter, we shall see how cost control standards can be established and actual results evaluated.
